The Department of State just released the October 2009 Visa Bulletin. The freeze on Employment-based Preference 3 is over (for now). The priority date is June 1, 2002 (worldwide), February 22, 2002 (China), April 15, 2001 (India). We hope to see more movement in the upcoming months as USCIS and the Consulates reduce the backlog of cases, though it will still be slow going for Indian nationals.
